רַשַּׁאי m. (רָשָׁה) 1) having power, empowered, entitled to, permitted. Sabb. 104ᵃ אין הנביא ר׳ וכ׳, v. חָדַשׁ. Peah VII, 5 בשלו הוא ר׳ ואינו ר׳ וכ׳ he has power of disposal over that which belongs to him, but not over that which belongs to the poor. Arakh. VIII, 4 אין אדם ר׳ להחרים וכ׳ no man has a right to vow &c., v. חָרַם; a. fr.—Pl. רַשָּׁאִים, רַשָּׁאִין. Ab. IV, 8 אל תאמר קבלו דעתי שהן ר׳ וכ׳ say not (to your fellow judges) accept my opinion, for theirs is the power (as a majority), not thine. B. Bath. 8ᵇ; a. fr.—Fem. רַשָּׁאָה. Tosef. Yeb. VIII, 4 האשה ר׳ שתינשא וכ׳ a woman is permitted to marry even a eunuch. Ib. האשה רשאי (corr. acc.). —2) (v. רְשֵׁי) owing, bound to. Arakh. VIII, 7 אומדים … עולה שאינו ר׳ we estimate how much a man would pay for it to offer it as a burnt-offering which he is not bound to offer.
