סִרְגֵּל, (Saf. of רגל) [to lead the writer,] to rule, draw lines. Y. Meg. I, 71ᵈ top מְסַרְגְּלִין בקנה (for writing T’fillin) you must draw lines with a reed; Treat. Sof’rim I, 1 הלכה … שמסרגלין בקנה it is a Sinaitic tradition that we must rule with a reed (in writing sacred books).—Part. pass. מְסוּרְגָּל; f. מְסוּרְגֶּלֶת. Ib.
